Bug: M.O.L.E. can dig through "Bedrock"

How to reproduce:
Select a bigger size M.O.L.E bit and mine terrain close to the top bedrock.
This mines area above it.
This enables the core composer to place cores above it.

Possible solutions:
- Make the top bedrock thicker (like 15 layers)
- disable placing/breaking on upper layers outside of border

I didn't realize that I had caused it, but the cores populated above.
The gap is the bedrock layer and I want to be able to recover the cores.
