[BUG] Inventory slot used by 2 items

Screenshot shows UI while interacting with a smelter.
take a close look at top 2 rows of items. There is another, disabled row of items behind the ones valid for use with the smelter. Arrow points to a Voltage Stepper
It appears like the arrangement of invalid items _behind_ accepted ones doesn't happen.
(smells familiar)
